"DPWH-made calamity" is how Ilocos Norte Governor Imee Marcos described the situation in Bangui after Typhoon Dindo hit the province last June 28 because of the construction of a new bridge there which made the town unpassable to vehicles. The previous alternate road provided by DPWH was the riverbed itself which is now filled with water. As a result, majority of the travelers last Thursday were stranded in Bangui, sleeping at the Municipal Hall or in their vehicles, until the next morning when locals created a foot bridge.
Dozens of private vehicles, public utility vehicles (PUVs), and cargo trucks piled up along the highway. Commuters were fortunate enough to find PUVs on the other side of the river while private vehicle owners had to drive back to where they came from and traders had to hire porters to carry their goods across the foot bridge. Stranded fruit vendors sold their goods on the side of the road at low prices just to break even.
Meanwhile, Governor Marcos stayed in Bangui almost the whole day of June 29, 2012 and regularly visited on the following days to oversee the delivery of relief goods and the construction of a more convenient foot bridge and a new alternate road. |
